Listed officials are appointed having first demonstrated that they possess the necessary skills required to carry out their respective ADR responsibilities. It is a strict requirement that they conduct themselves in an impartial and independent manner. There are no restrictions in terms of their employment duration.

Phil Silver
Following a career as a detective in the Metropolitan Police, Phil Silver became Head of Compliance with bacta, the trade association representing the amusement machine industry. He held this position for some 30 years before retiring in 2018. Phil worked for GamCare for over 10 years as an advisor on the National Gambling Helpline and as a trustee for the Gordon Moody Association (GMA) before being appointed a patron of the association in 2015. Phil has adjudicated on disputes concerning gambling transactions for many years, accumulating a wealth of experience and conciliatory skills.
ADR Officials
Simon Bradbury
Having joined bacta in 2014, Simon served as Head of Social Responsibility and Compliance for a period before being appointed Membership Support Officer for the Midlands and North East of England. He has been providing advice to the AGC and Pub sector over several years, particularly in the areas of social responsibility and regulation. He is a retired Inspector from West Midlands Police having completed 30 years’ service and has extensive experience in managing investigations and dealing with disputes and mediation with members of the public.
Murray MacDougall
Murray MacDougall is a qualified Architectural Technician with responsibility for design and construction projects. He served with the Lothian and Borders Police for 30 years where he held various posts including senior community liaison and supervision within the force control centre. Murray, highly respected for his investigative and conciliatory skills, retired from the police in 2007 and is now engaged with bacta as a Membership Support Officer for Scotland and the North East of England.
David Miller
David is a trade association compliance and membership support officer, covering the Southern, London & Home Counties and Eastern regions. He has a Policing background having served 30-years in Essex Police, retiring as an Inspector. During his career David undertook numerous roles including responsibility for the Southend-on-Sea Licensing Department, where he gained a valuable experience in gambling legislation, compliance and handling complex disputes. Other roles as an Inspector involved investigating complaints against Police and the management of Essex Custody Suites.

Peter Wilson (Legal Advisor)
Peter is a regulatory lawyer who runs his own niche law firm, PWL Legal Ltd, specialising in gambling law and business investigations. Peter has been providing advice to the gambling sector for 30 years and has acted for manufacturers, remote and non-remote operators, premises owners, regulators, trade associations, software providers, affiliates and professional gamblers, both in the UK and internationally. He deals with civil and criminal law having represented individuals and companies in licence reviews, civil litigation and as a defence lawyer in gambling, fraud, bribery, tax and money laundering prosecutions. He is a member of the International Masters of Gaming Law and speaks regularly at international gambling conferences.
Graham White OBE (Regulatory Advisor)
Graham enjoyed a diverse and interesting career in the British Army that included appointments as military protection officer to Dr David Owen, Foreign Secretary whilst engaged in patriotic talks in Rhodesia, Khartoum, and Tanzania. He was also ADC to Lieutenant General Sir James Wilson KBE, MC. Graham instructed officer cadets at The Royal Military Academy, Sandhurst from 1973 to 1976. For some 18 months, Graham served as a liaison officer to Soviet forces in Eastern Europe, also as an exchange officer with French police mountain rescue. Graham was also appointed as a contact officer with the Sultan of Muscat Armed Forces. Graham retired from the army in 1983 joining the Gaming Board for Great Britain as an area inspector. During his appointment, Graham advised stakeholders in South Africa, Jamaica, The Seychelles, Norway, Israel, Jersey, Alderney, and Guernsey on regulatory best practice. In addition, he visited the US, Canada, Sweden, and South Africa to carry out due diligence on applicants for a licence to operate gambling businesses in Great Britain. During this time, Graham was appointed to the Board of Trustees for the Gordon Moody Association that offers residential care and treatment for problem gamblers. In 2007, Graham went on to be appointed Chairman of the Jersey Gambling Commission where he served for a 10-year period. In 2017, he was appointed Chairman of the European Association for the Study of Gambling. Graham is currently Chairman of Community Action for Responsible Gambling in London, Newcastle upon Tyne, Northampton, and Milton Keynes, and is a bereavement support worker for CRUSE in the South Cambridgeshire area.
Tony Boulton (Technical Advisor)
Tony was Managing Director and owner of Project Coin Machines and Project Design for over 35 years. He has been Chairman of industry trade association’s Manufacturing Committee, also serving on its Management Committee, and is currently Chairman of the Technical and Social Responsibility Committees. Tony sold his business to the Gauselmann Group in February 2019 and now acts as an advisor for the UK part of the business.
Teresa Tunstall (Social Responsibility Advisor)
After many years of working in casinos in the UK and on USA registered cruise ships as a croupier and inspector, Teresa joined the charity GamCare, that offers help and support to those who develop problems with their gambling. Working closely with the betting and gaming industry, Teresa developed strong links delivering social responsibility training around the world, including Antigua, Seychelles and Moscow. She was also responsible for carrying out training, audits and certification of UK based casino, and betting sector companies, in addition to online gambling companies. Teresa now works independently consulting on all issues relating to social responsibility and problem gambling as well as offering her services to a London charity supporting women with mental health issues.
